China Is Testing Our Airspace

Feb 15, 2023

Each day brings more questions that need to be answered about “objects” traversing the country. According to the Joint Chiefs of Staff chairman, Gen. Mark Milley, the first missile missed the “object” over Lake Huron. The second missile brought it down, but we still have little information.

There is so much we do not know. We need answers!

What we do know is that dozens of recent Chinese articles and documents point to an increased “interest in using balloon technology for military purposes,” according to Reuters.

"The fact is China engaged in this irresponsible action in violation of our sovereignty and territorial integrity and international law,” said National Security Council Coordinator for Strategic Communications John Kirby.

In April 2022, a Chinese military paper on “special aircraft” said that “one of the useful military applications of balloons was to test enemy air defences.” Because it can “induce and mobilise the enemy's air defence system, providing the conditions for the implementation of electronic reconnaissance, assessment of air defence systems' early warning detection and operational response capabilities.”

Large sections of these documents are “heavily redacted,” so we do not know the scope of the Chinese military plan for weaponizing balloons.

National Security experts point to how the North American Aerospace Defense Command (NORAD) apparently lost track of the mysterious object and were forced to wait for morning light to shoot it down Sunday over Lake Huron.

That is “just one example of why NORAD needs an overhaul,” said Jamil Jaffer, executive director of the National Security Institute at George Mason University.

Last year, China sent three balloons over Taiwan to hover over the cities of Keelung, Taoyuan and Hsinchu, causing concern and even panic. But that was not the first time balloons were used.

In World War II, Japan created 9,000 balloons intended to cause fires and casualties in America. These balloons carried timing devices and explosives. There were 286 incident reports causing six deaths across America using only a crude timing device.

In fact, multiple articles in the Chinese military-controlled publications show it has a “keen interest … in studying how the US and other countries used balloons militarily in the past.”

Imagine a navigable balloon with GPS positioning over a populated city with the capacity to release aerosol germs, hypersonic weapons, a dirty bomb or an Electro Magnetic Pulse (EMP). In 1998, Royal Canadian Air Force CF-18s shot more than 1,000 rounds to bring down a rogue weather balloon. The implications for national security are disturbing.

Also disturbing is the allegation that a Chinese balloon flew over the U.S. during the Trump administration, but neither President Trump nor his cabinet were briefed on the incursion.

“I was in the administration for every single day that Trump was in office on the national security team,” said Keith Kellogg, who served on the Trump White House National Security Council and as national security adviser in 2018 to then-Vice President Mike Pence.

“During that time, this never ever came up,” Kellogg added. “So for them to say it happened during the Trump administration, we weren’t aware of it and we would’ve taken immediate action. If it did happen under President Trump and he was not told, that’s more than just egregious, that’s a dereliction of duty.”

Did the Department of Defense (DOD) know? If so, why did the DOD not tell anyone? If not, then how could Communist China breach our airspace without our knowledge?

Either answer is deeply concerning. Congress should investigate. The only reason why the last three objects were shot down is because a congressional committee raked DOD officials over the coals regarding the first balloon.

On Capitol Hill, our staff has been working on this issue and fighting many other threats to freedom. We are also working with many state legislators on a variety of legislative initiatives.
