Two experts who are highly credentialed in international health regulations and human rights are raising serious concerns about the World Health Organization (WHO). Their warnings about the 307 amendments to the International Health Regulations (IHR) and the new Pandemic Treaty must be a wake-up call to some sleeping members of Congress.

Silvia Behrendt, Ph.D., and Amrei Müller, Ph.D., warned that “the outcomes of these processes have the potential to affect the livelihoods, lives, health and human rights of individuals around the world.”

Dr. Behrendt holds a Ph.D. on the International Health Regulations and was formerly legal consultant to the IHR secretariat at the WHO.

Despite the fact that Dr. Behrendt has a long history with the WHO, she and others are alarmed by the amendments and the treaty.

If adopted, the amendments will “give unique ‘emergency’ powers to the WHO and in particular its Director-General (DG), thereby entrenching [powers] … embodied in the so-called Global Health Security (GHS) doctrine that has dominated the WHO-led global response to Covid-19 into international health law.”

The experts warn that the WHO has the power to change everything. And the WHO is meeting today and tomorrow on these amendments. The freedom we take for granted could be erased if these amendments are adopted.

What is happening with the WHO is NOT normal. Two experts confirmed that “Negotiating a new multilateral treaty in less than three years is highly unusual.”

Drs. Behrendt and Müller confirm that the WHO is rushing forward on two tracks: (1) a new pandemic treaty and (2) amendments to the IHR. “The aim is to have both the treaty text and the amendments to the IHR ready for adoption” at the World Health Assembly in May 2024.

These experts state that “the envisaged relationship between the two instruments remains ambiguous.” The amendments can be adopted by a simple majority vote. The treaty will require a 2/3 majority vote of the WHO member states. Joe Biden is counting on passing both by offering to pay countries with American tax dollars.

These documents are rushed, poorly written, contradictory, and specifically designed to be ambiguous.

The WHO documents expand WHO’s ability to assert its authority for very basic reasons that include “clusters of severe acute pneumonia of unknown cause” as well as “clusters of other severe infections in which human to human transmission cannot be ruled out.”

“A PHEIC [public health emergency of international concern] is presently defined as an ‘extraordinary event’ in one state which is determined ‘to constitute a public health risk to other States through the international spread of disease and to potentially require a coordinated international response’.”

But these “proposals seek to considerably extend the situations in which the DG [director-general] can declare a public health emergency, triggering numerous legal and practical consequences.”

Since the proposals drop the “‘severe’ or ‘life-threatening’ disease benchmark,” the WHO has total discretion to assert its global authority.

According to these experts, once the director-general declares a public health emergency, the WHO becomes “a global health emergency legislator,” and, if passed, these amendments would change the directives of the WHO from non-legally binding recommendations into legally binding ones. And the WHO has only to look to itself to make that happen.

But it doesn’t stop there. “It appears that many of the proposals aim to also extend the scope and content of the DG’s/EC’s [emergency committee’s] recommendations they can issue during a PHEIC corresponding to these new institutional powers.

These new powers include (1) takeover of medical protocols, (2) redistribution of medical supplies, (3) forced manufacturing of medical supplies, (4) censorship under the rubric of “Infodemic,” (5) and more.

And there is no requirement or criteria to end the public health emergency.

Joe Biden wants to expand the WHO’s global authority. Since Biden and the lockdown states did not fare well in the courts, Biden wants the WHO to take control. He is dangling billions of dollars to nations to entice them to support the WHO documents that will create a One World Government.

The WHO has immunity from private lawsuits and a shocking track record! We need to withdraw from the WHO and stop throwing our tax dollars toward this runaway organization.
