Cloud Seeding as a Weapon of War

Cloud seeding is not new, but it has a foreboding and dark past. Proponents claim that it has been tested for decades — while ignoring the results of those tests.

The U.S. government already used cloud seeding in the mid-1900s — as a weapon of chemical warfare in Vietnam.

And it worked!

For five years during the Vietnam War, American planes flew over Southeast Asia dispersing lead or silver iodide into the clouds — the same chemical that commercial cloud-seeding operations use today. The result was torrential rainfall that severely degraded road infrastructure to the point that our enemy couldn’t effectively move troops, trucks, or supply lines, according to now-declassified intelligence.

Weaponizing the weather was so destructive it led to international condemnation and a brand-new international treaty that banned it.

But now we are doing the same thing in our own backyard — with almost zero oversight! Rep. Marjorie Taylor Greene (R-GA) has introduced a bill to stop weather manipulation without prior approval. Cloud seeding was part of a secret U.S. military project called Operation Popeye. The project’s goal was to use cloud seeding to extend the monsoon season, create floods and mudslides, and devastate infrastructure.

Investigators “believed that Operation Popeye was a possible contributor to the catastrophic 1971 floods in North Vietnam, which covered over 10% of the country.”

The impact was so severe that there was an international outcry, and a new treaty, the Environmental Modification Convention (ENMOD), was ratified in 1979. ENMOD prohibited the military use of weather modification and banned weather-related manipulation in warfare. In this treaty, each nation “undertakes not to engage in military or any other hostile use of environmental modification techniques having wide-spread, long-lasting or severe effects as the means of destruction, damage or injury” against any other signers.

This was clarified to anything impacting the following:

[E]arthquakes, tsunamis; an upset in the ecological balance of a region; changes in weather patterns (clouds, precipitation, cyclones of various types and tornadic storms); changes in climate patterns; changes in ocean currents; changes in the state of the ozone layer; and changes in the state of the ionosphere.

In other words, the same types of private experiments happening across our nation today — with little to no oversight and no federal safeguards — were once considered so dangerous they were outlawed as acts of war because of the consequential damage.

What the world condemned and banned as inhumane acts of war is now being performed openly in American skies near our farmland, cities, homes, campgrounds, water sources, and so much more.

And we wonder why the weather is weird!

We must demand that Congress investigate and act before geoengineering causes irreversible harm to our environment, food systems, and people. We cannot allow radical environmental terrorists to play God in our own backyards with the weather.

The Legal and Environmental Threat

Are we allowing chemical weather warfare to come to Main Streets all across America? Today, a private individual, corrupt corporation — or even a foreign entity — can hire a contractor to manipulate the weather.

There is no national ban on foreign or private actors using weather manipulation technology. A foreign country — or an American corporation with no accountability — could launch weather-altering chemicals over your home, your crops, your fish, garden and water supply, your town or city.

In 48 states, there is no meaningful oversight.

This is unthinkable. What our military once weaponized, and then the world outlawed — because of the devastating consequences — is now used for profit, ideology, and control.
